"EUTOPIA" – Hellenic-Indian Cooperation in Employment

“EUTOPIA” Platform Presented: Digital System for the Legal Recruitment of Workers from India – An Initiative of the Hellenic-Indian Chamber of Commerce

With great success and broad participation from representatives of the economy and public administration, the official presentation of the “EUTOPIA” system took place on Friday, May 30, 2025. Developed by the Hellenic-Indian Chamber of Commerce and Economy, the system offers an innovative response to the growing needs of the Greek economy for sufficient, skilled, and legally employed labor force.

Innovation in Practice: “EUTOPIA”

“EUTOPIA” is a comprehensive digital platform that enables the legal connection of employers in Greece with pre-selected workers from third countries, with India as the pilot country. The platform addresses labor needs in key sectors of the economy, such as:

  • Agriculture & Livestock

  • Tourism & Hospitality

  • Industry & Manufacturing

  • Construction

  • Transport & Logistics

  • Health & Care

  • Cleaning Services & Domestic Support

With modern technological support, the system ensures:

  • Organized application and documentation procedures

  • Access to pre-screened candidate profiles

  • Legal transparency in matters of residence, insurance, housing, and contracts

  • Prevention of irregularities and middleman practices

Institutional Support and Key Speakers

The event was moderated by Ms. Georgia Korakaki, Special Advisor to the President of the Chamber. The opening speech was delivered by the President, Mr. Angelos Tsavdaris, who emphasized the need for a stable and fair system for worker admissions.

Greetings were also delivered by:

  • Mr. Konstantinos Baginetas, Secretary General of the Ministry of Rural Development and Food

  • Mr. Dimitrios Tsetsilas, Deputy Regional Governor of Thessaly

  • Mr. Dimitrios Vasdekis, Rector of the Athens University of Economics and Business

Ms. Myrsini Micha, partner at Oikonomakis Law Firm, highlighted the legal distortions in the current recruitment process and proposed specific improvements.

International Dimension – Cooperation with India

Through live connection, the following participated:

  • TOMCOM, India’s state labor migration agency

  • FIMCA, Federation of Indian Manpower Companies

Their representatives presented the transparency and candidate evaluation frameworks they propose for collaboration with the Greek market.

Integration with the Digital State

Mr. Dimitris Melas, Secretary General of the Chamber, and Ms. Konstantina Deligiorgi from IDIKA (eGovernment Center for Social Security), presented the technical aspects of the platform, explaining how “EUTOPIA” is integrated with national infrastructure for social insurance and labor systems.

Training & Certification

Mr. Vasilis Karnachoritis presented tools for the training of recruited workers to help them adapt quickly and work safely in Greek businesses.

Open Dialogue – Realistic Interventions

The discussion with participants highlighted key problems and proposals:

  • Bureaucratic obstacles and delays

  • Lack of unified strategic guidance

  • Deficiencies in housing infrastructure

  • Incidents of exploitation and lack of transparency

  • Need for a digital demand hub

The event concluded with a commitment from President Tsavdaris that the Chamber will continue to lead both practical and institutional initiatives toward a sustainable and fair labor access system.
